Get to Know VLS Victoria, Our Premier Rail Services Facility
Almost 386 million tons of freight moved by railcar in Texas in 2025. With an expected lifespan of 50 years, railcars require cleaning, maintenance, repairs and regulatory qualification to keep operating for decades and earning revenues for shippers, railcar owners and railcar manufacturers. Specialty cleaning, maintenance and responsible waste disposal are critical to ensure railcars can safely and efficiently transport nonhazardous and hazardous commodities while preventing potential impacts to our communities and the environment.
By listening to our customers and investing in the services they want, VLS has developed VLS Victoria into a one-stop solution for cleaning, maintaining, repairing, lining, painting, qualifying and storing railcars. We perform both light and heavy repairs and are one of the only facilities in the United States that cleans railcars containing highly hazardous materials. VLS Victoria is known for our outstanding safety record, high quality of service, speed of service, ease of doing business and expertise in all aspects of railcar servicing. We can add value by cross-pollinating with the VLS sustainable waste management and marine services divisions to deliver solutions that go beyond our customers’ rail services needs.
Giving Customers the Railcar Services They Want
After a long search for the right asset in the right location, VLS acquired a small independent railcar shop with room to expand in Victoria, Texas, in 2022. The large property is strategically located about halfway between two of the three largest ports by tonnage in the U.S.: the Port of Houston, with its network of petrochemical plants and refineries, and the Port of Corpus Christi, a major hub for crude oil, petroleum and chemicals. It’s also halfway between the VLS Texas Molecular treatment, storage and disposal facilities (TSDF) near Houston and Corpus Christi, providing convenient access to dispose of nonhazardous and hazardous waste generated by railcar cleaning.
VLS Victoria started executing our master plan to create the top-tier facility with highly hazardous cleaning capabilities our customers want by investing $20–$25 million in:
- Facility upgrades for state-of-the-art railcar cleaning, light repair operations, painting and lining
- Regulatory certification and qualification of railcars
- High-hazard cleaning rack with a thermal oxidizer and scrubber system
- Heavy repair shop
- Hydroblasting equipment
- Improvements in the process flow of railcars through the facility
- Digital capabilities to streamline operations with nearly real-time data
- Long-term on-site storage for 750 railcars supporting customers during plant turnarounds and lease transitions
As we’ve developed VLS Victoria into a comprehensive railcar services facility, here are some insights from our customer partnerships:
- Safety always comes first. Protecting people, property and the environment is a top priority and important company culture component for VLS and our customers. Through training, ongoing safety programs and sharing lessons learned internally and with customers, VLS Victoria has sustained a four-year record of outstanding safety performance. We achieved this record even while doubling the number of people we employ and adding high-hazard cleaning and hydroblasting. We routinely share and explain our safety records with shippers, railcar owners and railcar manufacturers and report our multi-year safety policies, programs, culture and metrics in VLS’ annual sustainability report.
- Quality service is non-negotiable. Our customers expect high-quality, thorough railcar services that require no rework. We maintain organized, accurate quality records that we make available for audits. We also share our plans for quality improvements with partners. As a result of our focus on quality, even railcar owners who have their own maintenance facilities send their cars to VLS Victoria for specialized cleaning and repairs.
- Saving time saves money. When railcars are out of service for any reason, they’re not earning revenue for our customers. We provide convenience and timely service to keep their railcars moving and making money. Instead of moving cars among multiple shops that provide individual services, customers can send their railcars to VLS Victoria for virtually all service needs, including scrapping cars at the end of their life, with none of the costly freight fees.
- Environmentally compliant waste handling and disposal are a must-have, not a nice-to-have. As an environmental services provider, VLS reduces environmental risks of railcars through controlled decontamination processes, specialized repairs and rigorous inspection and qualification protocols. VLS is a trusted expert in managing nonhazardous, hazardous and highly hazardous waste generated by railcar services, including using the deep injection wells at our Texas TSDFs as needed. Where feasible, we segregate recovered cleaning residues and direct them through appropriate reuse or treatment components and refurbish or recycle salvageable components to extend their life. VLS Victoria customers tell us they’re confident that their railcars leave our facility in a safe condition that can help prevent leaks, cross-contamination and regulatory non-compliance.
- Bringing expertise to the table is as important as checking off the list of services completed. We’ve evolved from being an independent railcar cleaning provider to a partner and subject matter expert helping our customers extend the lifespan of their railcars for decades. Along the way, we transformed VLS Victoria into a full-service solution to meet their critical and specialty service needs, as well as their expectations for safety, environmental protection and process safety. Adding key services, like high-hazard cleaning and transloading to both light and heavy repairs, was a direct response to our customers’ requests.
In addition to offering comprehensive rail solutions in Victoria, the VLS rail division includes three other fixed facilities and eight mobile repair units (MRU). In 2025, the division:
- Reached over 1 million labor hours without a major safety incident
- Recovered 1,546 tons of materials for beneficial reuse
- Chemically treated 371 tons of materials to neutralize hazardous characteristics
- Processed 12,258 railcars for cleaning and/or repair
- Scrapped 60 railcars
